Under floor heating?

I want to fit underfloor heating mats in my bathroom and tile the floor.
My question is can the under floor heating mats be fitted directly on top of my existing chipboard floor.

If the heating mats are electric then you can’t install any electrical equipment in a B/room unless your part “P” certified
